I've owned 2 modified MegaDrives. My current one has a switch-less mod which changes region, etc. by holding in the reset button for half a second.

 

My original Japanese MegaDrive from back in the day was hard-modded for 60Hz/English, no switches.

 

Neither displayed a border like the one pictured.

 

Does the TV/Monitor have an automatic picture adjust feature? I had a Sony TV which could be made to scan for the correct signal and would pull a misaligned picture back into the centre of the screen.
