I found a previously undiscovered bug in the program last night where it was possible to rotate the player tanks clockwise in excess of the allotted movement points, leading to an eventual crash. Not sure how this got past me and other players for so long! In any case, I have updated the files at the top of this thread and will update the TI Gameshelf file when I am back from Chicago. I don't do well with things requiring macro-scale coordination. I think compilation would be problematic given that its a multi-program game.
