Or better : What games do actively use the palette to add the gameplay content? The most known game could be Archon. It uses the available brightness steps to have a clean indicator for the balance of the given strength. The night and day cycle in Rescue on Fractalus is a nice gift. Not just a color jump... The Great American Cross Country Road Race adds a real weather feeling. Particular the Fog simulation is great: The Rescue Expetition now adds some lightning FX.
