Is 15 the usual max value for each channel? And for both channels combined? For 8bit computers, it is suggested to not abuse of it, so the combined volume for all 4 voices of the POKEY chip at the same time should not be more than 32 (4*8 or 2*12+2*4 or any other combination), even when it is possible to use all the power: 60 (4*15).
