Those things were common in the early days of USB when serial mice were common. The 5200 has a 15 pin connector that is nothing like the 9-pin serial ports of old. So basically no. Velocity of pulses affect the current sourced to charge the capacitors at the input of pokey and hence the counting reported on each axis.
