7800 High Score Cart

After having used the VCS for a month or so I find the following to be odd. When playing 7800 games, the ones I bought from the store don't hold my high scores. I know this was normal without the high score cart. 

 

On windows there is an emulator that actually has this feature built in it using the Atari High Score Cart. This program also uses the same emulator that the VCS uses for 7800 games. So it's not the emulator. 

 

I am wondering why an independent group can make this feature work but Atari can't on their own games? This would be a big win if they could add that feature.

The emulator is MAME, by default hi-scores are not saved.

Thanks for the info but that doesn't explain why Atari doesn't make high scores with with their own games.
