PAL intellivision - issue with powerboard

First post so be kind with me. 
 

Intellivision completely passed me by as a youngster so didn’t know they existed until recently whilst trawling parts only items on eBay. 
 

I picked up a system for £15 - it works but doesn’t seem to have enough power to play games. Donkey kong for instance allows you to select players and level but won’t boot into game. 
 

I’ve took it apart and found the excellent service manual although the PAL power board is different to the US one. It appears my issue is with the 16v rail as the power board only outputs 8v. Tracking back there is 22v output from the power pack but this transistor seems to have gone. I’ve looked everywhere for a replacement but it’s long discontinued and I cannot find a modern version. Can anyone help?

Take some more pictures of the entire board and whole inside of console please for all of us to examine. Thanks.

He is from the UK so it should be a 1591.

Thanks Intymike. I would still like to see a bigger picture of the board and surrounding area for mine and others knowledge. Doesn't the PCB looked cracked? Or maybe it was modified (broken off) for some other reason.
