Movie Maker Animation - could it be used in a game?

There's a piece of software I remember using back in the day called "Movie Maker".  It appears to be published under multiple vendor names (Electronic Arts, IPS, etc), but I think it's the same.

 

I didn't recall that it was in BASIC, but this video seems to imply that it is.  Does anyone know if the final output could be leveraged in another program?  I mentioned the idea I have for a game, I'd like to program in some version of BASIC, would likely leverage GR. 7 for the main screen (mostly static, some small animation but no heavy lifting).  However, I would need "cut scenes" that have some quick animations in them similar to the dice roll piece:
