Is this something worth having?

It's just a copy.  You can burn a PROM, EPROM, or flash chip and stick it on a cartridge board yourself.  For that price they could at least include a case!

Could also put on an Atarimax flashcart though I think it needs to run as a diag mode cart so the procedure might be a bit different.

I don't have the tools to do that. Is having that test cart worth the time and effort it would take to make one?

It just depends on what you want to do with it.  For diagnostics, I never found SALT to be that useful without the associated hardware board that allows checking voltages and such.  If you want to do memory tests, there are much better programs available.  For the color bar test, use ACP.
