I haven't tried this, but at home depot or other big places like that they will "match any color" so you might be able to take a joystick in there for them to match the color.

 

I know they just have a little optical sensor that they sample colors with. Not sure if that would work or not, just an idea.

I know the acrylic/vinyl inks used for T-shirt screen printing are good for this type of job. When applied neat with a brush the paint/ink applies rock hard and is resilient to wear but can be easily wiped off later with thinners. I believe it's fairly easy to get hold of. I say this because a mate of mine did a touch up job for me on a plastic eighties action figure once and it looked great.
