That's pretty much the usual response when it comes to Neo Geo games. Try reseating the cart, cleaning the contacts, and then the actual connector and see if that improves it. If still no improvement, try a different cart in the problematic slot. I'd also suggest disconnecting and reconnecting the Jamma harness to the MVS board.
