What Makes A PAL Cart Pal?

Ok i have some pal carts that use an EPROM and 7404, My question is is the PAL format on the EPROM and in the 7404 or just the EPROM?

The only difference between an EPROM-based PAL cart for the 2600 and an EPROM-based NTSC one is the pattern of electrons stored within the EPROM. All of the cartridge hardware is identical. It is entirely up to the software whether a cart is playable on NTSC, PAL, or both. Unfortunately, there's no way I know of for a cart to distinguish between NTSC and PAL other than by requiring a user to use difficulty switches, the color/BW switch, or some other means to select.

 

[For some really fancy carts there may be a difference between PAL and NTSC hardware, since I think the CPUs run at slightly different speeds. Not positive, though.]
