whats wrong with my Willem?

I have been trying to program 2732 eprom chips with my Dual Power Willem (PCB3) programmer and have had no luck. I think the problem is that i cant get the Vpp up to the required 21v. If you can help me, please do!

Before you do anything, measure the voltage at Vpp. Others have reported problems with Willems not burning EPROMs when it seems they should. If your voltage is way too low or way too high, I can suggest a way to correct it.
