Who made the worst games?

Not too off the mark there, I'd add in LJN as a /side to Mythicon for the 1980s/90s (LJN thankfully died in 1994.)

That would probably have to be Data Design Interactive, who would even go so far as to copy and reskin game assets and not really bother improving on them.

Publishers and developers are two different things, and publishers technically don't "make" games anyway. Maybe most games from THQ and LJN were bad, but I'm pretty sure you can find a few good games they published too. The late THQ was a great publisher for instance (actually my favorite on PC), with Darksiders, WH40K, and wrestling games.

On the other hand, developers often make games that are not as good as their usual output if the publishers don't give them enough money.

 

What would be relevant imho is to find really incompetent developers, even though they usually don't get a lot of money to begin with.

Definitely LJN's biggest claim to fame is the cool overhead shooter True Lies, developed by Beam Software (also of Shadowrun fame).

It's really just their earlier stuff which lends more to giving them a bad reputation. They got better by 1992 though, their best NES game being published by then:
