How hard would it be to add this as a feature to LTO Flash? Just dreaming here, but there are a handful of games I'd love to try at double speed. I always thought that it might be possible to rewrite the exec so exec based cartridges would run faster on real hardware. Knock off one video cycle so the exec runs at 30hz rather than 20hz. You'd probably have to tweak the games also, since I believe some of them look at the current "EXEC phase" to known when it's safe to do certain things.
