You say a version with the colors of the Arcade characters? In that case Popeye needs the white clothes instead of the orange 2600.

There is a difference between using emulator and original hardware. In the emulator the colors are perfect while in the hardware there may be variations. In my CRT with the Trinorma system at the second level, the colors of the houses are green.
Another thing that can vary is whether the 2600 is still original from the factory or with current mods. My 2600 has mods, the composite video outputs.

Regarding characters: 

 

- Olivia seems to have only one color and hearts/notes/letters share this color, too. Therefore make her lighter else the flying objects can hardly been seen on the screen. 

- Brutus differs in the arcade version from screen to screen (purple/orange/red) therefore a bit lighter purple or make him orange

- Popeye is fine

 

The signs on the 1st screen (post #26) at the left besides Popeye and at the far right side: you done it correctly (with the possible pixel resolution you have) but now they seem to point in the opposite direction. Why not rotate 180 degrees?

Enumerating

 

1 - It's true, Olivia shares the color with the launched objects, but only at the top. When objects go down to the lower level it is another color pattern.

2 - Bluto(Brutus) was slightly lightened with the same pattern used previously.

3 - Ok.

4 - Done.

Almost perfect now - background colors are fine. Only Olivia should be lighter as she nearly disappears in the dark background. And hearts in the first level are great to figure out now in lower level. I guess the can of spinach (when could be picked up for power run) shares the same color with the (light) hearts when flying down? If so the cans couldn’t be seen well against the background in the first level - so they could be darker. Arrows are correct now. 
 

To sum it up: Olivia a bit lighter and the hearts (when reach lower level) might be a bit darker. 
Edit: the can (when flashing) hard to see is only in the first level - so changing is not a must (if you can‘t change it per level it must fit for all 3 levels). 
 

Thanks for your efforts and the „personalized“ PAL version ?
