It's more of a running gag here because Tommy was bending over backwards to defend his E10 rated games stance for the Amico by making that outlandish claim, and tying himself in knots by trying to justify it. Back in the real world, Nintendo refuse to license anything that's either not rated or adults only, and parental controls have been a thing since the Wii.
