I don't know, but I still remember my 1st or 2nd grade teacher doing that to the "bad" kid in the class BITD.  I don't recall what he said, but he never said it again.

I always assumed that was just folklore but seems it was a real thing. Anyway I've heard that's actually the best way to relieve the burn when you eat things like ghost peppers, so there's that!

I think the practice took a dramatic decline after the 1983 documentary "A Christmas Story" shone a light on the potential perils of Soap Poisoning
