Why no Intellivision homebrews?

I googled the subject and found out I was 2 years too late to get Space Patrol. That is the only Intellivision homebrew I found. My question is: Why is there no homebrew Intellivision scene? I'm going to Value Village tomorrow armed with a list of games I already have to see if they still have those stacks of Inty games with boxes. Two of them are for the voice module which I don't have (and neither do they). But would they work without one? Also, any recommendations? I have 30 games, and even the best of those (LadyBug and Lock 'N' Chase) aren't that great. I guess it's because the "joystick" is so lousy on the system. I bet if someone made an Inty Basic like Fred did with the VCS, there would be a huge Inty homebrew scene explosion (and I could make GoSub on the Inty.) But i guess it's just a dream.
