It can't be explained by pixel blending logic alone since the overlay is solid and ANTIC's output is bi-level, it needs a relative delay between signals. In the documentation, he writes: "When the no_trans bit in the VIDEO_CONTROL register is set, then neither of OVERLAY color is not transparent in both graphics and mode OVERLAY text (regardless of the state of the trans15 bit in the VIDEO_CONTROL register).
